AFFORDABLE HOUSING PARTNERSHIP COMMITTEE
MEETING MINUTES
February 27, 2003
6:30 P.M. MEMORIAL HALL
TOWN HALL, 1196 MAIN STREET
 
MEMBERS PRESENT: Nancy Rocheleau, Robert Ricker, Peter Brennan Tim Ethier, Joanne O’Brien, Sharon McManus

ZBA MEMBERS:  Ronald Spakauskas, Ronald Oslebo, Kimberly Paquette, Roy Fraser, Jack LaPrade, Fred Leonardo. 

STAFF:  Brian J. Bullock, Town Manager; Pamela Harding, Town Planner

The meeting was called to order at 6:30 p.m.

The Affordable Housing Committee conducted a joint meeting with the Zoning Board of Appeals to discuss the adoption of Comprehensive 40B Regulations.  The Zoning Board of Appeals was informed that all of the time lines included in the regulations were state mandated and the regulations before them were to provide procedures for the administration, and submittal requirements such as the number of copies of the application.  The ZBA will have to conduct a public hearing to adopt the regulations which would have to occur in April because of the two week advertising requirement.  Roy Fraser asked why minimum design standards could not be adopted to regulate Chapter 40B developments, he was informed that this was not permissible under state law which exempts Comprehensive Permit applications from all local by laws and regulations.  The joint meeting was adjourned at 7:30 and the AHPC continued to meet in the Meeting Room at Town Hall.  The members were informed that Paul McManus and Habitat for Humanity would be attending their next meeting to discuss the construction of Affordable Housing on the Town owned Putnam Lane lots.

The next meeting was schedule for March 13, 2003.
